By the end of the year, the Institute of Advanced Studies of Artificial Intelligence and Intelligent Systems Problems will appear at Moscow State University, Vedomosti writes with reference to the presentation of the rector of Moscow State University Viktor Sadovnichy. The newspaper got acquainted with its copy, the reliability of the contents of which was confirmed to her by two people who were present at the event.

The Institute will be headed by K. V. Tikhonov, "indicate" Vedomosti "with reference to the presentation. We are talking about the general director of the Innopraktika Foundation, established by Moscow State University, Katerina Tikhonova, whom Reuters and Bloomberg called the youngest daughter of Russian President Vladimir Putin, an interviewee familiar with the university’s plans told the newspaper.

The press service of Moscow State University redirected the request of Vedomosti to Innopraktika. The Innopractics press service told the newspaper that the institute was already established in 2019 along with nine other institutes of advanced research. She also pointed out that Sadovnichy appointed the “deputy vice-rector, candidate of physical and mathematical sciences K. V. Tikhonova, general director [working under the Innopraktika brand] of the National Intellectual Development Fund as the head of the center.

The institute will do basic and applied cognitive research, Vedomosti points out. Like other such institutions, it will be funded from the MSU development program. The press service of Innopractic did not inform the publication about the amount of investments in question. The total funding of Moscow State University for this program for the period 2017–2020 is about 3.7 billion rubles, and specifically in 2020 - 890 million rubles, Vedomosti points out with reference to the order of the government.

Kirill Dmitriev, Director General of the Russian Direct Investment Fund (RDIF), said last May about plans to create a structure on the basis of Moscow State University that will engage in research on artificial intelligence. Putin supported the idea and stated that the center "is called upon to become one of the most important elements in the implementation of the national strategy for the development of technologies in the field of artificial intelligence." The representative of the RDIF clarified in an interview with Vedomosti that the institute created at Moscow State University is the structure that Dmitriev spoke about. He added that the center will make a “significant contribution” to the research of artificial intelligence and the development of this direction in Russian companies.

Katerina Tikhonova and the Innopraktika Foundation became widely known in 2015, when RBC published an investigation into the expansion of Moscow State University. The investigation indicated that Innopraktika was involved in a project to create a university’s scientific and technological valley, estimated at 110 billion rubles. Reuters, citing a source close to Moscow State University, wrote that Tikhonova is the daughter of the president of Russia. Bloomberg sources later also called Tikhonov the daughter of Putin. In May last year, Tikhonova became a candidate of science, defending a dissertation on the topic "Mathematical problems of correcting the activity of vestibular mechanoreceptors."

Putin himself, when asked about a possible relationship with Tikhonova, said that he never discussed issues related to his family. “To talk about exactly where my daughters work, what they do, I have never done it and now I am not going to do it. For very many reasons, including on security issues, ”he said at a press conference in 2015. The President emphasized that his children were never “stellar”, but “just live their life and do it very worthily.”
