The shipyards will start fighting for a nuclear tanker

Shipbuilders are waiting for a large order from Atomflot.
As "Kommersant" has learned, Russian shipyards have started a fight to receive an order for a new special vessel for servicing Atomflot nuclear icebreakers. According to the interlocutors of Kommersant in the industry, the Baltic plant, which is part of the United Shipbuilding Corporation (USC), is likely to be a candidate, and has already received a technical task and a request for a technology for the construction of a nuclear tanker. But on order, which is estimated at no less than 10 billion rubles in the market, other shipyards can claim. The option of ordering two such ships is also not excluded: in this case, the second one will be built for the needs of the Ministry of Defense.

An order for the construction of a multifunctional vessel for nuclear technological services (IRATO) for Rosatom can be received by the Baltzavod, which is part of the USC, sources in the industry told Kommersant. One of the interlocutors of Kommersant says that Baltzavod has already received a technical task and a request for the technology of building a new vessel from the Ministry of Industry and Trade. In OSK "Kommersant" they reminded that the ITUAT technical project is still being developed by the Iceberg Central Design Bureau (the works will be completed in November). The contractor for the creation of the working design documentation is not defined, they say in the corporation, adding that the USC has all the necessary resources and competencies for the construction of the ship.

The IRUAT should service the LK-60 nuclear icebreakers under construction and the Akademik Lomonosov floating nuclear power plant (APEC), which is needed to recharge the reactors, store and transport new and spent nuclear fuel (SNF), as well as all types of radioactive waste (RAW). It was supposed that it will work with the reactors "Ritm-200" (LK-60), KLT-40S (FNPPP), and also with "Ritm-400" (for super-powerful icebreakers "Leader", the decision on the construction of which is not accepted).

At Rosatom FSUE Atomflot, in addition to the icebreakers, there is an Imandra floating base, built in 1980 by Baltzavod, the Lotta vessel is an old log truck converted in 1984 into a floating storage facility for SNF storage, a Serebryanka spetstanker for liquid radioactive waste, container ship "Rossita". At the end of 2017 it was reported that by the end of 2018 they will conduct an analysis of the possible extension of the operation of the Imandra, Lotta and Serebryanki nuclear facilities until 2025.

In the Ministry of Industry and Trade, Kommersant was informed that Rosatom, represented by Atomflot, will be the customer of IRUAT, FSUE is working on financing issues and choosing a shipyard. The cost of construction and the timing is still unknown and are in the competence of the customer, there is no information on the terms of the contract, says the Ministry of Industry and Trade. The head of Atomflot, Vyacheslav Ruksha, told Kommersant that the final decision was not made. According to him, IRUAT should fully service all types of nuclear vessels.

The contract for the technical project of the IRU was concluded by the Ministry of Industry and Trade following the results of a tender with the Central Design Bureau "Iceberg" in October 2017 for 490 million rubles. As far back as in 2016, they developed the outline and conceptual project of IRATU under the code of "Imandra-U" of dual purpose. The vessel should have an ice class Arc5, open water speed of at least 12 knots and a range of about 8 thousand miles. According to Kommersant, the length of the ship will be 180 m, width - 32-35 m. One of the interlocutors of Kommersant believes that the IRU will cost at least 10 billion rubles. "Everything related to the nuclear industry is always expensive," he says. "Technologically, this is a complex vessel, so its price will be high."

But, apparently, Baltzavod is not the only candidate for IRU. Kommersant source in the industry says that one of the options is considered Severodvinsk Zvezdochka USC, the representatives of the Zelenodolsk plant named after Gorky in Tatarstan (according to Kommersant, the plant can give an order to its controlled shipyard Zaliv in Kerch ). Another source of Kommersant doubts the reality of the construction of IRUO in Crimea or Severodvinsk and considers it to be the main contender for Zvezda in the Big Stone (it is being built by a consortium of Rosneft, Rosneftegaz and Gazprombank). "" Star "has a more serious lobbying resource than any of the shipyards-competitors," he explains. But the source of Kommersant, close to the shipyard, says that she did not receive documents related to the construction of IRUAT.

But, according to the interlocutors of "Kommersant", it is possible to order two nuclear refuellers: one will get Atomflot, the second - the Ministry of Defense for nuclear submarines. "One vessel is difficult to divide into two departments, they have different tasks, points of deployment," the Kommersant source explains. "Besides, the military can ask for an improved version of the tanker."
