Sergey Kiriyenko lobbies the allocation of 800 billion rubles to Rosatom

The richest state corporation in the country - Rosatom - announced plans to build a quantum computer for 24 billion rubles. State corporation throws the "glove" of Google and IBM?
Recall that a few months ago, Rosatom announced that it desperately needed 800 billion rubles to create its own national project. After such a statement, Rosatom tried to gently put in place the Prime Minister Dmitry Medvedev.

But a few days later a positive decision was made. They say that the head of the Supervisory Board of Rosatom State Corporation, a senior official of the Presidential Executive Office Sergei Kiriyenko, intervened, and in the recent past he was the head of Rosatom.

And now a new “whim" - a quantum computer for 24 billion rubles. Thus, the state corporation has not had millions of expenses for a long time: the bill goes mainly to billions. And trillions. Especially many “tugriks” Rosatom spends on the construction of foreign nuclear power plants: Belarus, Turkey, Bangladesh have already received billions of dollars in loans in green. Next in line are our new friends - the countries of Africa.

The same crazy amount is being consumed by the ITER project - an international thermonuclear reactor, which is being built - with the participation of Russia - in French Provence. Huge contributions go to the Breakthrough project, to which the nuclear scientists themselves gave the offensive nickname "Naryv". The supervisor of studies is Yevgeny Adamov, former Minister of Atomic Energy. New billions are required by the Akademik Lomonosov floating nuclear power plant, which, thank God, has already left the shores of St. Petersburg. And froze in a dumb reproach in the Chukchi Pevek: the coastal infrastructure, as it turned out, was not yet ready for the reception of an atomic barge.

And it’s quite understandable why we have so bad business with both medicine and education: Rosatom constantly raises budget billions for itself. But can we talk about great successes in the nuclear industry?

The Moscow Post correspondent writes about all this.

"Hanging noodles on the ears"

Note that today many large IT corporations are engaged in the development of quantum computing devices on different elemental bases - in addition to Google, they are Microsoft, Intel, IBM, and others. Alibaba, an Internet company from China, also invests in quantum developments.

According to Intel, the use of quantum computers to work with real tasks will be possible no earlier than 2025.

Our Rosatom declares that it will manage to cope earlier, by 2024.

The material that the Rosatom State Corporation has set out to tackle a quantum computer for 24 billion rubles has also appeared on the professional site of nuclear scientists PROATOM.RU. Very interesting comments began to come. Here is one of them: “The idea of quantum computers stems from the schizophrenia of quantum physics, when the so-called virtual qubits can simultaneously be in two states, zero and one ... This is nonsense by quantum physicists who cannot clearly explain what a wave function is, how probability density is not feasible in principle from thermal fluctuations.

The fact that in the leadership of Rosatom out of 15 people only three have a basic education, and the head of Rosatom is a humanist and has nothing to do with nuclear physics and physics, greatly affects the nature of decisions made. The blogger writes on PROATOM.

In this case, everything smells like a fashionable cut in budget money with hanging science-like noodles on the ears of those in power.

"The adventure of pure water"

That's exactly the same, professional nuclear scientists are angry about the crazy spending on a dead end - in their opinion - ITER project (ITER): we are talking about an international experimental thermonuclear reactor. It has been under construction for several years in Karadash, France. And the end of this construction is not visible.

“The ITER project, in which Russia continues to invest huge amounts of money, is a pure adventure,” said Igor Ostretsov, doctor of technical sciences, professor, world-famous scientist. - Thermonuclear research has been going on for over 60 years. Within the framework of the international consortium, the ITER demonstration reactor was created. At the beginning of the project were Japan, India, the USA, Russia and EU representatives. We have been witnessing for quite some time: ITER is a "linden". This thermonuclear reactor is not a tool that can solve the energy problems of mankind.

Professor Ostretsov on this issue addressed a letter to the country's leadership. The scientist spoke in detail about the impossibility of implementing a thermonuclear reaction in magnetic traps in the ITER installation. After the scientist’s appeal, a meeting of the military-technical commission of the military-industrial complex was held. But there is no clear decision on the ITER project.

But billions there are pumped up excellent. Initially, the ITER project budget was not expected to exceed $ 5 billion. But then the project budget grew by 30% compared to the original. And continues to grow.

Russia's contribution to ITER should amount to 30 billion rubles. Serious deductions began in 2012. The largest transfer was made in 2014: Russia transferred almost 6 billion rubles to continue the construction of a fusion reactor in Provence.

All these years, ITER has been cherished and cherished by academician Yevgeny Velikhov. Back in 2004, he promised that a fusion reactor would be built by 2014. But on the calendar - the end of 2019. ITER continues to be built.

It remains to be seen how many billions of SC Rosatom has already leaked to Karadash.

“ITER is not a thermonuclear reactor, but a very poor monoenergetic particle accelerator,” summarizes Professor Ostretsov.

The ITER international team, in the opinion of an authoritative scientist, pursues certain "narrow" goals. Is it time to try to understand the Russian plasma research program: what are its goals?

The Accounts Chamber promises to verify the effectiveness of the use of budget funds allocated to the "Russian" part of ITER. Such inspections should go through both Rosatom State Corporation and the ITER Project Center private company.

But will we see a true report, if we recall how the same Accounts Chamber of the Russian Federation, after some checks on a “signal”, put the “Secret” stamp on the report on Rosatom’s problematic construction sites abroad? This was written in detail by "Version".

State Corporation - "Rich Bride"

Today, Rosatom does not have time to substitute the “hem” into which the most expensive Russian projects fall and fall. Fall, of course, along with budget "lemons" and "super-lemons."

Recall that recently the federal Northern Sea Route project was unexpectedly completely transferred under the supervision of Rosatom State Corporation. And now the control over budgetary and extra-budgetary “crunches” will be completely carried out by Rosatom State Corporation.

The costs of the Northern Sea Route project are estimated at 587 billion rubles, of which budget expenditures may amount to more than 265 billion rubles.

The next gift is the "Sea Ports of Russia". They, too, suddenly and swiftly left for Rosatom’s “garden”.

Further. The large program "Construction and reconstruction of port infrastructure facilities through extrabudgetary sources of financing in the seaport of Dikson, Payahskoye and Severo-Payakhskoye oil fields this (Tanalau oil terminal) will also be carried out by Rosatom state corporation.

Rosatom is also entrusted with another important task - to make dredging on the Northern Sea Route. The volume of capital dredging of section No. 2 of the port of Sabetta (terminal "Morning - Ed.)" May amount to 12 million 363 thousand cubic meters. m

Further, another 150 thousand cubic meters. m must be done for the coal terminal "The Seagull". This is at the port of Dixon. Huge amount of money allocated.

But will all these billions reach this bottom?

But here is some information for reflection: over the past 2 years, the development project of the Northern Sea Route has risen in price by as much as 150 billion rubles. And the initiators of the increase in the estimate were not the state, but certain interested parties, namely the Rosatom State Corporation and the Leonid Michelson NOVATEK office.

But why did Rosatom and Novatek end up in the same boat?

Here, it seems, the reason is that new atomic icebreakers are being built very problematically.

Gas-powered icebreakers replace nuclear?

But why is construction going problematic? For atomic icebreakers, the most important thing is not - turbogenerators! And this problem remains unresolved today, therefore, it is quite possible that new nuclear-powered vessels will have to be preserved. Perhaps that’s why Rosatom became so friendly with Novatek? Moreover, Rosatom and Leonid Michelson’s company said they were going to jointly build new ... gas icebreakers. But so far this has been written with a pitchfork on water.

What else is bothering? After 2 years, of all the nuclear icebreakers, only one will remain in service - “50 years of Victory”. Sibir-1 and Arctic-1 have already left for the cold sludge. The icebreaker "50 Years of Victory" will work until 2024. And if the problem with turbogenerators is not solved, Russia may be left without new nuclear powered ships.

In this situation, the “safety net” of Rosatom, which fraternized with NOVATEK, is quite understandable. Maybe Mr. Kiriyenko recently received a high state award for this?

Another question: how much LNG will be needed to operate a gas icebreaker? After all, at one time the country chose to build icebreakers with nuclear reactors?

Here the casket just opens: the same diesel icebreakers have fuel reserves of only 40 days. And the battle with ice requires a large fuel consumption. An diesel icebreaker can burn 3 tons of diesel per hour. A nuclear icebreaker spends 45 g of nuclear fuel per day (this amount is placed in a matchbox). And the nuclear ship does not "smoke".

The new atomic icebreaker "Rosatom" promised to launch on the Northern Sea Route 7 years ago, in 2012. By the way, relations with the Kharkov Turbine Plant were not yet destroyed, since all fuss began after the annexation of Crimea in 2014.

Then postpone the date to 2017. But the new icebreaker from the stocks of the Baltic Shipyard came out. Empty promises?

Another interesting fact. The latest, that is, the new nuclear icebreaker “50 Years of Victory” continues to transport wealthy foreign tourists to the Arctic. The price of a trip to the Arctic costs a lot of money.

And whose big "pocket", by the way, is the currency in? And she goes into this big "pocket" for many years in a row.

Rosatom is constantly reporting three new nuclear icebreakers. But before reaching the Northern Sea Route it is still very far

And how do state corporations treat federal target programs freely? Here, when implementing the federal target program "New Generation Nuclear Energy Technologies for 2012–2015 and for the Perspective until 2020" Rosatom’s top managers highlighted the misuse of budget money, as well as the blatant overpricing of work costs. The price of projects after some manipulations increased 7 times! This was written in detail by "Version".

Another fact. The project for the construction of a "fast" reactor with lead-bismuth support was approved at a cost of 10 billion rubles. Implementation of the project was supposed under the scheme of public-private partnership. The oligarch Oleg Deripaska wanted to participate in this project. He even invested there his hard-earned 3 billion rubles. But the price of a “fast” reactor - for unknown reasons - suddenly jumped to 50 billion rubles.

Mr. Deripaska, seeing a new figure, without hesitation, immediately left this "promising" scientific project.

So for what needs does the state corporation Rosatom require another 800 billion rubles? Is it really in order to finish building up 3 problem nuclear-powered icebreakers - the Arctic, Siberia and the Urals? But the hulls are launched, and the most basic "filling" is still missing. Or will part of these 800 billion rubles be allowed to equip the Akademik Lomonosov floating nuclear power plant in Chukotka? Of course, the ITER project, which Russia does not need, needs its share. Perhaps this is just a comfortable “cut” of budget billions?

And how, in what way, will a new quantum computer be created for 24 billion rubles?
