Stroytransgaz will build a port in Gelendzhik without a tender

The company was identified as the only contractor for state contracts for construction.
Construction of the coastal and maritime infrastructure in the port of Gelendzhik will be performed by Stroytransgaz JSC (part of Volga Group Gennady Timchenko). The company was determined by the sole executor on the relevant government purchases in 2018-2019. The decree was signed on August 18 by Prime Minister Dmitry Medvedev.

The price of the project is not disclosed. "The project provides for a complex development: apartments, a hotel complex, an aqua-thermal complex with year-round indoor and outdoor swimming pools with sea water, a marina and a sea passenger port," Vasily Shvets, the deputy governor of the Krasnodar Territory, quoted the May 19, TASS news agency. The project implies that a cargo port with berths, a passenger station, covered and open warehouses and a separate parking for yachts (up to 200 seats) will be built in Gelendzhik. The throughput capacity of the cargo port is up to 800 000 tons per year, the passenger terminal - up to 19 600 people. In addition, it is assumed that the new port will be of interest to tourists: the project includes the construction of hotels, restaurants and sports and entertainment complexes, said Rosmorrechflot. "By law, berths and hydraulic structures can not belong to anyone other than the state, and must be financed from the budget. The rest of the infrastructure can be built by the investor, "explains Alexey Bezborodov, general director of the Infranews research agency.

"The involvement of one construction company in government contracts was probably a joint decision of the investor and Rosmorrechflot," the expert said.

In Stroytransgaz, Sea Port Gelendzhik, Lenmorniiproject, Rosmorrechflote and the Gelendzhik Administration did not respond to Vedomosti's request. The Ministry of Transport refused to give detailed comments.
