The medical kickbacks of the structure of Rosatom will be studied by the investigation

NIITFA revealed a corruption scheme around tenders. The defendants in the case are arrested.
As Kommersant learned, the Chertanovsky court of Moscow arrested Vladimir Schennikov, financial director of the Research Institute of Technical Physics and Automation (NIITFA, the state-owned corporation Rosatom), and the chief engineer for medical equipment maintenance Vitaly Charushin, and the chief engineer of the joint-stock company "Installation company" Radium "" (MF "Radium") Alexander Doroshenko was placed under house arrest. The defendants in the criminal case are accused of systematically receiving bribes from a number of commercial organizations for the non-participation of joint-stock companies in state electronic auctions related to the maintenance of medical equipment. Detainees do not admit guilt.

The criminal case against the financial director of JSC NIITFA Vladimir Schennikov, chief engineer of JSC "MF" Radiy "” Alexander Doroshenko and specialist in the field of maintenance of medical equipment Vitaly Charushin under part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale as part of an organized group), the investigative department in the Southern Administrative District of the Main Directorate of the Investigative Committee of the ICR in Moscow instituted June 4 this year. And then the Chertanovsky District Court of Moscow arrested Mr. Shchennikov and Mr. Charushin for two months, and sent Mr. Doroshenko to house arrest.

According to the investigation, in December 2016, Vladimir Schennikov, empowered to represent the interests of NIITFA JSC, including the right to conclude contracts, including procurement agreements under the unified industry standard of the state corporation Rosatom, together with the chief engineer of the company Alexander Doroshenko and previously worked for Over the years, Vitaly Charushin, a technical service specialist, has formed a criminal group to receive bribes “for inaction in favor of the bribe giver”. In other words, the persons involved in the investigation, according to the Investigative Committee of Russia, contributed to the adoption of decisions on the refusal of participation of JSC NIITFA and JSC "MF Radiy" in state electronic auctions in those areas of production and provision of services where both organizations occupied dominant positions. Thus, the opportunity to obtain the desired contracts was provided to companies whose initial chances of winning tenders were minimal.

According to the investigation, Mr. Shchennikov, using his official position as financial director and authority at a research institute, influenced the actions of the general directors of both joint-stock companies when making decisions on participation or non-participation in a particular competition.


Not the last, according to the investigation, when considering such issues, the opinion of specialist Alexander Doroshenko was also considered. The role of Vitaly Charushin, according to the materials of the criminal case, was that he, having extensive acquaintances among the heads of various companies that are involved in the maintenance of medical equipment, agreed with them on the participation of businessmen in government tenders, promising the latter a guaranteed victory. Moreover, all technical issues related to the auctions were decided by Alexander Doroshenko. According to investigators, the cost of their services was estimated at 10% of the value of the contract that this or that company received.

According to investigators, the first person to respond to the tempting offer to participate in a number of auctions was Dmitry Trykin, the former general director of MSM LLC (engaged in the repair of electronic and optical equipment). As stated in the investigation materials, in order to mask the transfer of kickbacks, the parties agreed that first MSM will transfer funds from their settlement accounts to the salary card of their own general director, and after he has cashed the received amounts, transfer money through an intermediary to Mr. Charushin in the Yerevan shopping center Plaza ”on Bolshaya Tula Street. As it was established during the preliminary investigation, from December 2016 to December 2017, the mediator transferred a total of 15.1 million rubles from MSM to Mr. Charushin. According to an agreement between accomplices, the case says, 40% of the bribes received went to Vladimir Shchennikov, 30% were taken away by Alexander Doroshenko and Vitaliy Charushin.

At the same time, MSM LLC, thanks to the actions of Messrs. Charushin, Doroshenko and Schennikov, won 20 electronic auctions, in particular, for the maintenance of medical equipment and the replacement of spare parts in it in the Chelyabinsk, Altai and Orel regional oncology dispensaries.
In Penza, MSM was supposed to supply sets of dosimetric equipment for verification of radiation therapy techniques, in Khabarovsk and Bryansk, LLC received service contracts for the Theratron Equinox gamma-therapeutic remote irradiation device.

According to the same scheme, according to the investigation, at the end of 2016, Mr. Doroshenko agreed on kickbacks with the general director of Novosibirsk LLC Sibmer (engaged in the repair of electronic and optical equipment) and LLC Radiation Technique Sergey Koshechkin for victories in electronic bidding planned for 2017 and 2018, with the non-participation of MF Radiy JSC and NIITFA JSC in them. In total, during this period, 16 auctions were held to conclude contracts for the comprehensive servicing of X-ray therapy apparatus Xstrahl and other equipment at the MRNTs im. A.F. Tsyba, oncology clinics in Orel, Altai and Primorsky Territories, Sverdlovsk Region, Kamchatka and other regions. According to the investigation, Mr. Koshechkin handed over more than 4 million rubles to Mr. Charushin for such “help”. The TFR has also instituted criminal proceedings against the businessman while he is a suspect. The former general director of MSM LLC Dmitry Trykin is a witness in the case.

The accused Shchennikov, Charushin and Doroshenko categorically reject their guilt of receiving bribes. According to the lawyer Vladimir Averin, representing one of the defendants, part of the electronic auctions referred to in the criminal case file was initially focused on small businesses, therefore NIITFA JSC or MF Radiy JSC could not even accept from a legal point of view participation in them. According to the lawyer, the investigation judges the size of the bribes allegedly received only on the testimony of Mr. Trykin, and "it is not known where he got them from."
